The short answer
A horizontal fence costs roughly 15–40% more than the same vertical run, because the boards span between posts with gravity pulling across them — so they need thicker stock and closer posts to resist sagging. It is also a climbing ladder, and as normally built it cannot serve as a pool barrier.
Why horizontal behaves differently
Turning the boards sideways looks like a style decision. Structurally it is a different fence.
On a vertical fence, each picket is fixed to rails near its top and bottom and carries its own weight straight down its length. Nothing is trying to bend it. That is why a ¾-inch picket stays straight for thirty years and nobody ever thinks about it.
On a horizontal fence, every board is a beam. It spans the full gap between posts, unsupported in the middle, with gravity pulling across it at the axis where a thin board is weakest. Deflection climbs steeply as the span grows, so the distance between your posts matters more than anything printed on the lumber tag.
Vertical — each picket is fixed to rails near its top and bottom and carries its weight straight down its own length. Nothing is trying to bend it, which is why a ¾-inch picket stays straight for decades.
Horizontal — each board spans the whole gap between posts with gravity pulling across it, at the axis where a thin board is weakest. Deflection rises steeply with span, so a foot of extra post spacing costs far more than a foot of sag.
The span table: what will and won't sag
Almost every horizontal fence that disappoints its owner was built with the cheapest board at the post spacing used for vertical fencing. Standard vertical runs are set at 8-foot post centres, and a ¾-inch board will not hold that distance. Match the board to the span before anything else:

If you cannot move the posts
Sometimes the post positions are fixed — an existing fence line, a shared boundary, a concrete edge. The rescue is mid-span blocking: a vertical member set halfway between posts that the boards fasten to, effectively halving every span. It interrupts the clean horizontal line slightly, which is the whole reason people choose this fence, so it is a compromise rather than a free fix — but it is far better than a row of bowed boards.
Sagging and cupping are two different problems
Sag is the board deflecting along its span, and it is solved with thickness and spacing. Cupping is the board curling across its width as it dries, and it is solved by fastening: two fasteners per board at every post, so the board cannot roll. A single central screw lets each board rotate, and a run fixed that way develops a rippled, shadowed surface even where nothing has sagged at all.
Gaps
Two conventions, and they behave differently. A spaced-slat fence runs ½ to 1½ inches between boards, which lets wind through and keeps the fence looking deliberate as boards move. A tight privacy build still wants a small gap of about a sixteenth of an inch so water can drain and the boards are not forced against each other when they swell. Butted dead tight is how a horizontal fence pushes itself apart.
What it costs, and why it costs more
Expect 15 to 40 percent more than the same run built vertically in the same material. That premium is not a style tax — it is four specific things:
- More posts and footings. Dropping from 8-foot to 6-foot centres is a third more posts, and each one is a hole, concrete, and labour.
- Thicker stock. 5/4 or 2× boards instead of 1×, across the whole fence.
- More labour per board. Each board is levelled and fastened individually at every post, rather than nailed rapidly to two rails.
- More waste. Boards must be selected for straightness, and a bowed board that would vanish in a vertical run is unusable here.

It is a ladder
A board every six inches is a rung every six inches. Horizontal fencing is the most climbable style in common residential use, and it is climbable by design rather than by accident.
What makes this harder to solve than people expect: on a vertical privacy fence, the standard fix is to turn the framing rails inward, leaving the outside face smooth with nothing to stand on. That move is not available here. On a horizontal fence the boards are the cladding — they are the structure and the finish at once — so whichever side they face is the climbable side. Flipping the fence does not remove the ladder; it just chooses who gets it.
And there is a genuine conflict built into that choice. The finished side of a fence conventionally faces the street or the neighbour, and plenty of ordinances and HOA rules require exactly that. The orientation good manners and the rule book ask for is the one that puts the ladder on the outside.
Whether that matters depends entirely on the job. It is close to irrelevant on an internal garden division, and it is decisive if the fence is doing security work, if you have a dog that climbs, or if there is anything on the other side a child should not reach. Horizontal fences and pool barriers
This is the one that catches people after the fence is built, and almost nothing written about horizontal fencing mentions it.
Pool barrier code does not care how a fence looks. It cares whether a small child can climb it, so it regulates horizontal members directly. Under the widely adopted model code, a barrier must have no handholds or footholds accessible from the outside, and the rule that follows from it is specific:
- Where horizontal members are less than 45 inches apart vertically, they must be on the pool side of the fence, and no opening may exceed 1¾ inches.
- Only where horizontal members are 45 inches or more apart may they face outward — and then vertical members must be under 4 inches apart.
Horizontal slats typically sit around six inches apart. That is nowhere near 45, so the second option never applies. A horizontal fence can only serve as a pool barrier if the boards face the pool and the gaps are tightened below 1¾ inches — which is the opposite of the outward-facing, generously spaced slat fence most people are picturing.
A tight-board horizontal privacy fence is a different case: with the boards butted there are no openings to measure, so it turns on whether the exposed board edges read as footholds to your inspector. That is a judgment call, and it is exactly the kind of judgment worth getting before you order lumber rather than after.
Local rules vary. Barrier rules are set locally, vary by state and municipality, and are often stricter than the model code. Nothing here is a compliance determination — take the design to your building department first, and work through the full pool barrier checklist before committing.
Materials that suit it
The style punishes unstable wood, so the ranking is not the same as it is for vertical fencing:
- Cedar — the default, and the right one. Dimensionally stable, naturally rot-resistant, and light enough not to load the posts.
- Pressure-treated pine — cheapest and the worst fit. It is usually sold wet and it warps as it dries, which is the one thing a horizontal board must not do. If budget forces it, let it dry before fixing and expect to lose some boards.
- Composite — very stable and never needs finishing, but heavy, and you must check the manufacturer's span rating rather than assuming it behaves like timber.
- Aluminium-channel hybrids — metal posts with slots that carry wood or composite infill. They eliminate the sag problem outright, and they cost the most.

When horizontal is the wrong answer
The style is genuinely good-looking and genuinely popular, and there are four situations where it is still the wrong choice:
- Around a pool, unless the boards face the water with gaps under 1¾ inches. Most people want the opposite, and discover the conflict late.
- With a climbing dog or young children near anything hazardous. You are building a ladder and no detailing removes it.
- On a slope. Vertical panels step down a grade in neat increments; horizontal boards cannot step without leaving triangular gaps at every change in level. Racking the boards to follow the ground means every board is a custom angled cut and the top line follows the terrain rather than the eye. On anything beyond a gentle grade, this is the strongest argument against the style.
- On a tight budget. The premium is real, and the version people build to avoid it — thin boards at wide spacing — is precisely the fence that sags. A well-built vertical fence beats a compromised horizontal one every time.

Specifying it with a contractor
Fence quotes are written by the foot and rarely say any of this. Because the failure modes are cheap to prevent and expensive to retrofit, get these into the contract:
- Board dimension and thickness — written as 1×6, 5/4×6 or 2×6, not “cedar boards”
- Post centres in feet, and mid-span blocking if the span exceeds the board
- Post depth and setting — closer posts mean more of them, and depth still governs how long they stand
- Two fasteners per board per post, in a coated or stainless screw rather than nails
- Which side the boards face — the decision that sets both the climbing side and pool compliance
- Gap dimension, stated as a measurement rather than “a small gap”
- How the run handles slope — stepped, racked, or graded, agreed before work starts
Vet the installer and ask directly how many horizontal runs they have built. It is a different build from a standard panel fence, and a crew doing their first one will default to the post spacing they have always used.
